Unfortunately, no.
Neither are we expecting aliens on the moon, nor are we looking for flags. Spending a thousand crores for looking for flags just wouldn’t make sense.
Aliens
Unlike Mars, we have studied the moon enough to understand that the possibility of finding aliens on the moon is extremely slim. So slim that sending missions specifically to find aliens would not happen unless we find new evidence.
Flags
The moon is small, but not that small. It isn't exactly like going to the same fair to accidentally run into your buddy.
All astronauts till date have landed close to the lunar equator, while Chandrayaan 2 will be landing near the South Pole. The circumference of moon is about 11,000 kms. This means the distance between Vikram (the Lander) and the nearest flag would be more then 2,500 kms. That's about the distance between Delhi and Kanyakumari or East and West coast of USA.
Chandrayaan 2 has a rover as well, right? We could just drive down that distance. Well, Pragyan (the rover) isn't anything close to a car in size or speed. In size or isn't very different from a kid's tricycle, but much shorter. The wheels are about the size of a lid of a jar. It runs mostly on solar power at a blazing speed of 1cm/second. With no highway to run on it would take years for little Pragyan to travel the distance to the nearest flag.
OK, so let that be. Let it take one year or more. At least there's a possibility of finding evidence of “giant leap for mankind”. Unfortunately again, the life of the rover is just one lunar day, or about 14 Earth days. Once the sun sets and the source of power dwindles I doubt that it can wake to again for the next sunrise. Pragyan is planned to travel just about 500m, over 14 days , just 2,499.5 km short of the flag.
